Chief Secretary directed to enhance the user base and take their feed-back
State Machinery geared up for Ground Level implementation of the BRAP, 2020-21
Bhubaneswar: After attracting highest investment into the State even against the odds of Covid-19 situations, the State machinery is now on its way forward for furthering the ‘ease of doing business’ in the State through ground level implementation of the Business Reform Action Plan ( BRAP) for the year 2020-21. This was known from a high level meeting held on digital mode under the Chairmanship of Chief Secretary Sri Asit Tripathy from State Lokseba Bhawan today wherein Principal Secretary Industry Sri Hemant Kumar Sharma outlined various technical and administrative contours of the BRAP for quick implementation.
Reviewing the progress in business reforms introduced by different departments so far, Chief Secretary Sri Tripathy directed to enhance the user base of the online G2B services. Sri Tripathy directed to make all BRAP scheduled G2B services end to end online with payment gateways. The departments were asked to stop offline delivery of such G2B services and deliver the online services within specified time limit. Chief Secretary also directed to put all online services in the framework of Odisha Right to public Services Delivery Act and define the time limit for actual delivery of services like NOCs, licenses, permissions, certificates, clearances, conversion of land category, processing of forest diversion proposals etc. The departments were also asked to reduce the compliance burden on business enterprises and industries by simplifying the norms and providing for inline compliances like filing of reports and returns.
Principal Secretary Sri Sharma said, “About 301 State level action points have been enlisted for implementation for the current year evaluation. During the last month there has been substantial progress in implementations of these points. Around 136 points have already been complied by various departments”. Balance 165 State level action points, added Sri Sharma, need to be accomplished well before 25th November; and around 303 the district level reform points need to be rolled out well before 25th October.
Further, Principal Secretary Sri Sharma said, “The Mosarkar and 5-T Doctrines of State Government have been helpful in making many a services online”. He advised all departments to link all their G2B online service portals with Go-Swift system of IPICOl so as to make it easier for the prospective investors and business enterprises. It was decided that the online system would enable the users to submit applications, make payment, track status of the application and down load the final approval online.
As way forward, Chief Secretary Sri Tripathy directed the concerned departments to provide evidences of ground level implementation of each reform point with user feedback to IPICOl. The departments were also asked to provide the list of the users of the online service delivery system. The district authorities were directed to stop offline delivery of those services which have completely been made online. Sri Tripathy also directed that each department should nominate a well conversant senior officer as Nodal Officer to liaison with IPICOL for taking forward the ease of doing business.
Development Commissioner Sri Suresh Chandra Mohapatra, Additional Chief Secretary Forest & Environment Dr Mona Sharma, Additional Chief Secretary Health and Family Welfare Sri Pradeepta Kumar Mohapatra along with Principal Secretary and Secretaries of concerned departments participated in the deliberations.
